Onur İşçi received his Ph.D. from Georgetown University (with distinction) and joined Bilkent’s Department of International Relations in 2014. He specializes on the histories of Russia, Turkey and the lands that connect them.

Prior to his arrival at Bilkent, he was a Royden B. Davis Lecturer at Georgetown, where he taught surveys and seminars on World History and the Cold War in the Middle East. At Bilkent, he has had a similar teaching record, offering Diplomatic History and Turkish Foreign Policy at the undergraduate level and a doctoral colloquium on the international history of the Cold War.

He has published on various episodes of convergence and conflict in Russo-Ottoman and Soviet-Turkish relations from the late-imperial period to the early Cold War years. His current research looks at different regional settings, from the Black Sea to the Middle East, where Soviet-Turkish interactions played a crucial role. Dr. İşçi is the Director of Bilkent’s Center for Russian Studies.
